Are tip/ferrule combos being banned?

Was cruising the bay for jump/break cues, like I usually do to see what's out there. Ran across this listing:

The cuemaker refers to the banning of the one-piece tip/ferrule combo by the BCA. I'm not really in touch with the BCA any more, as I haven't played any of their tourneys or leagues for over a year. Is this true, or is this guy using the FUD factor (Fear, Uncertainty and Doubt) to sell cues?
 
Thats simply a phenolic tip on a blk ferrule...and quite rough looking and unpolished at that. 1pc or 2pc....I make them both ways & they perform the same. Here is a little better pic of how it should look...

The guys at Stinger were the ones that started this speculation when they came out with their cue. I was just wondering if a recent ruling came down from the BCA regarding the tip/ferrule combo. I can't see any scientific reasoning for banning the one-piece tip/ferrule combos without also banning phenolic style cue tips.
