I actually got the story from Ivan (the previous manager) before he left a couple years ago. He told me that one of the owners of Atlas (or something like that) is related to a candy manufacturer who made this stuff by mistake one year many years ago. This is why it is not a product you can find in stores.
Well, the candy company could not sell it to the intended customer because it was not the correct recipe for some reason, and so Atlas agreed to buy it all up, cheap, to give to customers for Xmas that year. He said when it all started, Atlas customers called in repeatedly wanting to buy it. Apparently, there is some copyright or conflict of interest or something or other that keeps the candy company from selling it publicly, but they do still sell it to Atlas as a courtesy for their gift giving purposes each year.
I'm not sure this is 100% accurate, but it's very close to the story I got years ago, anyway.
