Click "User CP" (Control Panel) It's towards the upper left on your screen

Click "edit avatar"

You then have the choice of pulling a pic from the internet or your hard drive

Note: there's a max data size you can use, I think 100 kb. Depending on what pic you choose, you may need to compress/downsize it. Microsoft publisher can do this, it's perhaps the most common free software typically already on computers.

Publisher is not free and not common, it's part of the higher versions of MA Office. Maybe you meant MS Paint? That can save pictures in different formats and resize them.
