Balabushka cue in a SciFi movie

Anyone know the name of a "B" movie, made maybe 20 years ago or a little less. It takes place in the future and the "scientist" needs to get the help of the one person who can help him save the world. This person is frozen and when he gets thawed out and steps out of the capsule he's holding a Balabushka, and the cue is refered to a number of times in the movie. A friend of mine saw it late one night a couple of years ago and with just this sketchy info I haven't been able to find the title.

The midget is a guy now living in Vegas. I would see him almost every time I went there and got to know him. He was a frequent visitor and finally moved there to get away from snow that was up to his ass as he put it. He is now working in one of the casinos. He said after he moved there he was approached about doing movies. He said the girls love him. They are always looking for something different and kinky.
