Fran, that means the CB does not have to cross the head string in order to make contact. If the OB's base is less than a diameter outside the head string, then the CB's base can be behind the head string when touching it.

Yeah, Okay. I guess I was just confused by this line of Bob's.

"Except when the object ball is out of the kitchen but by less than one ball diameter."

I thought he meant that it wasn't legal to shoot if it was less than a ball's width from the head string.
 
CSI's rules, which include the BCA pool league rules, specifically calls this shot a foul. First, it says the cue ball can hit another ball in the kitchen, but only if hits a cushion outside of the kitchen first.

Second, they also have an applied ruling (it's actually on page 96, not 95) that specifically diagrams the example in the first post, and says it is a foul.

CSI was aware of the new 2008 WSR rule when publishing the first edition of The BCAPL rules. The CSI rule, diagram and Applied Ruling were specifically written to be contrary to WSR rule. FWIW, the pre-2008 WSR prohibited the shot.
