Bank pool ring game question

Started a weeklybank pool ring game with the guys just to change things up and since its not a common game a lot of questions poppped up. But the one that really stumped everyone was scratches.
We play 20$ buy in first to 5 banks takes the pot just to keep things simple. So player A has 3 banks down. Fires and MAKES a bank to be on 4 but scratches on the shot. So does the ball pocketed AND one from earlier spot up? or just the 4th ball he just made spot up? also what is his score now? 2 or 3? Thanks for the help. Ill post more questions as they come up.
 
The ball made doesn't count and comes up. The 1-ball penalty goes on top of that, so another ball is spotted and the player's score is now 2.
 
I think playing so much per rail is more fun. Last ball must be at least 2 rails. Then anytime there is a scratch that players pays everyone for one rail or a set amount.
