Banned people and new usernames

I am on several forums, and even run one which uses the same backbone as this. You can ban by IP and ban by IP range for Static.

There is one user here who comes back and not only stiffs people, but also fills up their phone with messages and annoying calls.

Why can't his IP be banned, or find out what ISP he is using and send a letter that he is violating your TOS and they will yank his service for harassment.

It's not that easy. Anyone can reset their IP in about 5 minutes. And the Service Providers could care less about any forum banter unless it's illegal in the real world. The harassment proof is pretty tough for them to prove or spend the money to care about it.

Have you not read about how a certain user continually calls people even after being told to stop and how people are changing their numbers once this person gets their number?

People that sneak back in, unfortunately, happen all the time on forums. In my opinion, it really says a lot about the people that do it. Personally, I'd be embarrassed to be caught sneaking in the back door.

Obviously, the OP is referring to SC5thom, but there are others that fit in that category.

I don't want to use names, but a certain bi polar casemaker who got banned, then snuck in using his wife's name for a shill account, which got banned, then used another name after wifey's account got banned too, which forced him to come up with yet another shill account, which also got banned, and is in the process of thinking up another wiley username to crawl back in with....comes to mind.
