As for having a unified rule set you guys need to take this into perspective.
It's a fact that amateur league organizations have standard rules written on paper but those some rules vary from region to region
It's a fact although pro tournaments adopt wsr rules there are some rules that vary in most every pro tournament
In both cases above you still have players disagree on rules even though the rules are posted in black and white
Now taking that into consideration how do you expect bars scattered across this great nation of ours with no affiliation with any type of organization to come up with a written set of standard rules ?
I practically lived in bars every weekend in Florida from Jacksonville to west palm beach during the 70's and 80's. The rules were always the same in every bar with the exception of 2 that you would encounter sometimes in the southern part. They were bank the 8 and Las pocket 8 which was due to the latin influence as they mostly played these 2 games and Americans adopted them sometimes to mostly prolong the game getting their moneys worth so to speak.
It Ws not until the mid 80's that I started encountering varying rules which most of you have mentioned on here. Rules such as calling the tip of the pocket and failure to hit the 8 I started encounter in more frequently when we started having a large migration of northerners in the state.
As some of you have alluded to...i thought some of those rules were bat shit crazy.

I guess if I played where a scratch on the break was an automatic loss that one could just soft break, I doubt the bangers know about 4 balls hitting the rail or an object ball dropping to be a legal break. Besides, it would be interesting to watch them work a big packs of tied up balls.![]()
Your lack of knowledge about bar/coin tables, says maybe you've never played on a bar table, in a bar.
FYI, cue ball come back to the head end of the table after a scratch. No money envloved, you only have to put coins in to release the object balls.
