I play in VNEA Valley leagues and want to be signed up to be able to play in the state tournament for the BCA league. Is there anyone that knows anywhere close to Monticello indiana ?

The only one I'm aware of in Indianapolis is on the SE side, not sure if there is BCA at Brickyard Billiards which would be a bit closer for you.
Mostly south or southwest side. We're hoping to get one started on the north side soon.
