BCA Rule Question? Re: OB frozen to rail

I don't remember this one or if there was a discussion on it. I may have been out of my seat at the time due to my amateur event still completing or I may have just missed it. Maybe Alison will remember.
 
I don't recall there being any discussion of this shot or the call... I don't believe there were any calls brought into question during this match at all.
 
Re earlier post:

OB frozen to cushion, CB frozen to that OB. CB moves OB and then hits same cushion. No other ball moves.

Confirmed with BCAPL National Office - good hit in BCAPL play.
