Is there a rule in BCA where you can't pocket an opponent ball when you don't have a shot?

If you can make a legal hit, you can get rid of it via bank, billiard or simple combination. This one tends to incite the bar rules guys. Some Euro rules don't allow it either.

There’s a rule you can’t deliberately foul. But that’s more about sportsmanship. You can’t intentionally move balls with your hand. You can’t intentionally miscue. You can’t intentionally strike an object ball with your cue stick. But you certainly can apply a legal stroke to the cueball and accept whatever outcome occurs from that shot (including pocketing your opponents ball and yielding ball in hand).

I assume you mean the BCAPL, a pool league that is part of CSI. (The BCA is a manufacturers/business group that does not have leagues.)

or rather than pocket opponent's balls, tie two up. all kinds of things to be done.
