I know about poolbilliards.co and chalkysticks.com, but I was wondering if there was anything new or even better under the sun? Thanks!

If you are really primarily looking to draw table diagrams like your title said, then check this out and see what you think of it.
It's not a game or play simulator, if that's what you're looking for.
I came across it on a Reddit post by the person who built this very easy to use table diagramming web app. And I believe an iPhone app is either available now or coming soon, and Android coming later.
It is super easy to place, move and remove balls, including a ghost ball, draw solid or dotted lines, and mark position areas. The lines can show with an arrowhead or not. By default, lines automatically connect from one to the next.
You can also save multiple diagrams within the web page, and you can do a screenshot to share or save the diagram. (on mine, the in-app image download option currently brings up an error message).
It's very helpful when I have questions about a layout or a shot situation that I want to explain, or to ask my instructor about.
I don't know anything about the safety of the site, but Malwarebytes didn't complain when I opened it and used it. The developer has other apps and seems legitimate. There's no login required to use this one.
It's a little glitchy at this point, but very usable. I think it's in development still.
The developer is requesting suggestions within the Reddit post. Below is the web page and the link to the Reddit post.
Even without instructions, it's pretty easy to figure out.
However, here are a few things I discovered when first using it, that aren't readily apparent:
If you click the "select line" command for a previously drawn line, you have to HOLD the left click down on the line and drag it a little one way or the other to activate/select the line. Then you can bend and manipulate the previously drawn line.
To MOVE a ball that you have already placed on the table, select "Place ball" from the menu and then left click , hold and drag the ball to move it.
To REMOVE a ball from the table: Hold the left click on a ball for a few seconds to get an option to delete that ball. (The erase ball command in the tools menu does not seem to allow you to remove a ball, other than by also just holding the left click on the ball to get the option to delete it).
Also, regarding the lines. If you do not want the next line to automatically connect to where you left off on the previous line, (while still in the draw lines command), then click out of the "draw lines" option in the menu, and then go back into it. Then you can start lines from a new position.
