Who is the best player, in your opinion, to watch matches of in order to learn the proper time for a safety and the proper execution of the safety? And maybe some creative safes that most people wouldn't see.

Asking who plays the best safeties is
like asking who pockets balls the best.
Which will result in a whole lot of opinions.
Besides when to play a safety totally
depends on the abilities of the player on
the table, the opponent, and to some
extent the score.

IMO the better way to learn safety play is
to buy some of the books that are available,
practice the shots and then learn according
to your own abilities when to "diuck". A book
that comes to mind is "100 Pro Safeties".
Although i am not sure that is the proper name
of it.

If somebody made a book of the easiest and most effective safeties, as well as the easiest and most effective jump/kick return safeties that would be awesome.

Safety play represents a player's ability to think and be creative.
For me, two names stick out among all the rest: Ralph Souquet and Efren Reyes.

If I had to come up with a safety, make it difficult to escape from, and execute it successfully,
I would tap either of these players to shoot it—tournament, gambling or otherwise.
 
IMHO, of players in recent memory those with great safety game-
Efren (wasn't he one of first to popularise the kick safe )

IMHO, those with best safety game are Filipinos top players followed by Taiwanese top players. If there is competition of best safeties play (eg. layout the balls on table and let each player take turns to play safety and countersafety with exact same table layout ), the Filipinos will be favorites.

Safety play by Earl, Dennis Hatch or Alex, is to be admired. They all kick safe pretty well too.
Nick Varner always said in order to win, maintain control over the table. That control definitely includes lock up safety play. I've seen lopsided scores at the end of a match because of great safes.
 
Efren Reyes, hands down the most creative and best execution. Rumor has it he play(ed)s a lot of three-cushion billiards in which offense is a lot like 9-ball/10-ball safety play.
