I’m wondering how I can get some black and white ebony that is ready to use?
 
Several vendors that sell black and white ebony. Are you looking for a blank or a dowel and what size?
 
Should be cored for cue use.
You'll be hard pressed to find any kiln dried.
All I've used has been a minimum 10 years on the ground.
If it's not dry it may check during the drying process.

It's not difficult to find, but it's difficult to find a blank that's seasoned, ebony in general dries really slowly and is prone to cracking. You don't say anything about the size you want, so I'm guessing 18" x 1.5" x 1.5" ? Are you going to make a cue yourse or are you sourcing a piece to give to a cuemaker for a project?
 
I've got some Ebony hanging right now that I sourced from Bell. I don't have a moisture meter but it "seems" to be pretty dry. It hasn't moved at all since I turned them round. I've got one ready for final taper so fingers crossed.
