Actually, the X-Breaker tip is suppose to be harder than phenolic (lab results to back that up), but other than that, yes, phenolic ferrule/tip is the hardest.
One little catch, there are different types of phenolic tips, linen, etc.. so you have to be aware of the types and hardness of each type to get exactyly what you want.

When Byrne wrote what he did, he was refereing to the hardest leather tip you can get. At the time it would have been a buffalo hide tip or a French Champion tip. I feel you have better cue ball control with a super hard leather tip, instead of phenolic on the break. But having said that, I will say that phenolic tips jump the ball easier than leather. I have now tried to split the difference on my newer break jump cues by treating a leather tip with a substance that makes it almost as hard as phenolic. It is much harder than Buffalo tips and is still leather and legal to use in places that phenolic has been banned. Also gives a little more cue ball control than phenolic.

Yes getting a the phenolic tip/ferrule combo would be a good way to go for having a hard breaking tip.
Now!! if you have a super hard break with a normal cue, I would suggest just getting a hard layer'd tip and using that to break with, then you'll still have a hard break but more control.
I have a phenolic tip on my break cue and for the most part can control the CB fairly well. But it takes alot of practice to be able to control the cb when breaking with this tip.

I'm picking up a phenolic tip ferrule combo which is being attached to my Player shaft tomorrow. I will report on the results. I got tired of looking for a house cue with a tip for breaking. I also did not want to put the wear & tear on my Universal shaft required to pracice the break.
