Simple answer is no. Depends on your level of play, expectations of the game of pool, and honestly whether you want one or not. I have seen some of the best gamblers use the same cue to play and break with. While others do not want to flatten or abuse their playing cues tip, and either use a break cue or a house cue off the wall. There really is not an answer to your question that will be the right one. You may ask the forum all you want and what is best, but at best, u will get a number of personal opinions due to different styles and needs of play. just ask yourself, do I want and need a break cue, or do I not.
