If your using a magic rack at a bar.... That's your first problem, the magic rack is designed for phenolic super pro aramith balls that have a very tight tolerance of being as round as possible.
Bar balls/cheap poly balls are no where near or in the same category as aramith super pro balls...
You'll want to get the accu-rack/solo rack that will work with bar balls...

Second.. I know you said the balls are new but I'd suggest to wipe the pool balls/ cue ball with a damp towel then polish dry by hand with a dry clean cotton towel.

I'm gonna sound like a total jerk here, but I've played on all kinds of tables! Everything from perfect to garbage all in the same day;) this being said, when it comes to the break, it's 99.99% all about you!! Period;)

First thing is you need to learn how to rack, second, you need to learn how to break!

All I will say is "Joe Tuckers racking secrets"

Give me 5minutes on pretty much any table, any game, I'll figure the break out;)

Oh, and 1 more thing, when I play, it's always rack your own;) 99% of the players really don't understand the rack! They think it's always gotta be perfectly tight and perfectly straight. Soooooooo not true;)

Get racking secrets by Joe Tucker, you will learn:)

I agree that a lot of conditions can be figured out.....
...and I have a lot of respect for Joe Tucker's book.

But nobody is going to beak well on a light table....
...or loose cloth
...or humid conditions
But the greatest culprit in my experience is DIRTY cloth....
...every rack is a mud rack.
