Breaking Cue Ball on break

My buddy break the cue ball (literally) during break :). Is it considered a foul?
 
I've heard of a half-ball hit before....
...but this is ridiculous

Did four balls touch a side?
Well.......I suppose not. Then it's a foul.

(d) If no object ball is pocketed, at least four object balls must be driven to one or more rails, or the shot results in an illegal break, and the incoming player has the option of

(1) accepting the table in position, or
(2) re-racking and breaking, or
(3) re-racking and allowing the offending player to break again.

What if you make a legal break....but one half of the cue ball goes into a pocket?
 
Saw it happen twice one weekend in a tourney. It was a re-rack. Not saying it was the correct call, just what they did

I don't see how this could ever be considered a foul.....faulty equipment.

Need to ban phenolic tips.
 
I had this happen to a guy playing in leagues a couple years ago. It was on a bar box and it was a cheap set of balls. Split the cue ball in two. He kept half as a token.
 
Reason I say it's fake is that I think the red dot on a real Aramith goes much deeper than this.
This is only, what, 1/4 of an inch?
Don't those red dots on Aramith's go almost to the center of the ball.
I think I remember a video of someone cutting one in half on a band saw and it was clearly going much deeper than this.
