Can anyone identify this cue?

Hi everyone! I was surfing through ebay the other day and came across this cue:

Any ideas as to who made it (or possible value)? The seller gives the following information:

- The silver inlays are all real silver
- There is a date and signature on the cue but it is unreadable (date August 96)
- McDermott and Jacoby shafts fit on the the cue
- The seller guarantees its high value :D

Any help would be appreciated.

pictures are blurry so it's haard to tell but the ringwork looks like Dickey Neighbors,might be one of his cues.
 
it looks like a flat faced joint therefore a piloted shaft won't fit unless you grind of the pilot.

it does sort of look like a dickie neighbors. I have one, but mine has a radial pin and not a 3/8x10....I'm not sure what types of pins he uses. ??
