can i remove tye skirting?

First of all, I apologize for the terrible pic, but its the only one the guy sent me. It appears the lower skirting is busted, and I'm curious if I can just remove it all together? I've played on quite a few gold crowns, and most didn't have the lower skirting on them. Thanks for any help!
