If your good with hand tools, buy some new cloth, buy rails to your spec and get a competition set of balls. Most days everyone is a repair person.

They should have videos on youtube for DIY table repair. I get most of my auto repair stuff from yt.

Since I can't buy two good tables like carom and billiards. I can buy extremely cheap knock offs and frankenstein them.

However the pool world is like a government lab in terms of supply and access to their suppliers.

Its good for parts, not much else. Look for signs of table adjustments.

If its just cut blocks of wood without a leveling system, then it is prop furniture.

They said was very expensive and worth replacing the felt
Please define “very expensive”. That means different things to different people, especially when it comes to pool equipment. I’d wager that table wouldn’t bring $250 on the open market and may not sell for a very, very long time.

wait a couple days and they might pay YOU to haul it out of their garage. this is a low-end import hometable. i'm guessing new it MIGHT have been around a grand.

Did you crawl under and look at the slates? Sometimes they have markings that will clue you into the manufactuer. Also measure the slate. If it's >1" it might be worth looking at, but I doubt it has thicker slate.
