Regardless of the material, what makes a shaft LD is reduced shaft end mass. The less mass in ,say, the last 5-7 inches of the shaft the more the shaft deflects and the less the cb deflects.

So would you be able to make a carbon fiber deflect like a schon shaft? Without the 1" ferrule?

A competent cuemaker should be able to do this. It's not going to play the same, but it could be made to deflect the same.
