Carom Cushins Question?

Can any one tell my why three sided carom cushins have the fabric control strip in the bottom side and pool cushins are on the top???
 
Not sure Dave. I will have to bow to other installers about this one. Good question.
 
The fabric controls the flex and rebound of the nose of the cushion. The heavier carom balls would tend to climb the nose of the cushion without the fabric to restrict the flex of the rubber (they would jump, probably off the table). The top-fabric on the pool rubber promotes a livelier rebound for the lighter pool ball.
