Changing a joint pin

I recently purchased a cue from the Philippines. Everything on the cue seemed perfect accept the shafts were really difficult to screw on. At first I thought it was the shaft but I now know that the joint is to blame. It's suppose to be a 3/8 10. Is it possible to get the pin changed?
 
Of course you can. However I would take your cue to a cuemaker/competent repair person before doing something so drastic.
 
Is it possibly a radial pin? They go on harder, but straighter It might be easier or better to apply a wax or lube to the pin to ease turning it. If it is realy tough I think it would think lightly and evenly sanding the ID of the shaft threads would be best.
