#2 - If you want to send it to the maker, by all means ask him about it.
If it really is a high end maker's cue, removing an ivory butt is cutting a big chunk of money off. You should ask about if the maker considers it worth the cost to do, and if he thinks it will degrade the value. If the maker is hesitant, think twice. It's your cue in the end, but the maker may refuse to do the work if he feels it doesn't represent him & his work ethic well.
