Is there something a layman can do to clean or recondition a dried out wrap? I just recieved a 15+ year old Joss that the wrap feels really dried out on, just looking for something I could do to recondition it.

best to have someone with a lathe, linen press and maybe some spray starch.

There's a very good chance that a dried-out, 15 yr. old wrap won't stand a cleaning process. Unless it's Cortland or something special, you might be further ahead by just replacing the wrap. It's not an expensive service.
