So someone from my region went to Atlanta this weekend and when he came back he described what seemed to be a 30 point offset between ratings locally and ratings down there. I won't state whether it was an upward or downward offset, the point isn't to denigrate nor brag about my community. The question is: do communities wind up with significant offsets in ratings as a result of isolation factors? He said that the offset seemed to be significant across the board playing tournament and cash match conditions.

To answer your question, yes.
 
So the natural follow up is - are they that pronounced? Is a 30 point differential something you see with some frequency?

I don't know so much about leagues but there is one community I occasionally visit and I am always amazed at how they match up with known killers. And it's not just that they want to give the road agents some action, they truly believe the games are not so much out of line. While in another community, where the locales have been raped and pillaged by visiting hoardes (and have learned their lesson), they match up way closer to something I'd call "realistic." Between the two communities I'd say there was something like a four-five ball difference.
