Coned Ferules

I have a favorite shaft that is 12.5 at one end of the ferule and 12.17 at the tip end. Is it possible to replace the ferule and get the tip end back to 12.5? I am pretty sure the ferule is juma which I like. The tip is an old kamui brown medium soft. So a new Kamui brown tip and new juma ferule should cost about (ballpark), if that would fix it?

Of course you can change the ferrule it is pretty routine for any cue maker or repairman and prices will vary by who you give it to.... Where are you located?
