I would think that just hitting the balls off the rails to see is they hopped or did something weird would be good enough to see if they were setup properly. As well as doing a few easy banks at different speeds and see where the balls go.
A few places I play in had rails replaced, and used some cheap installers even though every player in the rooms told them to go with someone else. Ball would hop in the air on some tables on most of the rails and on or two rails on most tables. You hit a 3 rail shot and the cueball or object ball spends more time in the air than on the table surface.
Needless to say most of the players in the place were bangers.
The cloth on the table is on it's last legs. It should be in Florida in some nursing home drinking prune juice.
