Cue balance point?

When someone states a cue's balance point, what does that mean?

For instance; cue has a balance point of 19 3/4"
or 18"

Is it from the bumper up or the joint back?

Measured from the bottom of the butt plate - NOT including the rubber bumper.

Why wouldn't it include the bumper ?
The bumper is in place when you are using the cue and therefore part
of the cue.
