If you are asking if someone makes a lesser expensive vinyl version of the above-mentioned cases, the answer would be, to my knowledge, no. The oval extruded PVC(?) tubing is not a massed produced item, and must be customed ordered to tha maker's specs...thus they are paying for tooling/set-up fees...as well as the source for this tubing is closely guarded.
The only casemaker ACTIVELY making this style of case, but more along the lines of the Centennial cases, with the wood endcaps, is Ron Thomas. His basic 1x2 case is gonna run roughly $290...and that will be from Roy @ IndyQ.
Sam Engles is no longer making his style of this case-type, and even used, these cases are typically garnering in the $300 and up range on the secondary market.
Your best bet at this point, is to consider one of the It's George cases..which are fairly often offered here for sale, and on eBay. It is my understanding that HighEndCues.com has some of these available for sale, brand new. I may be wrong, but I believe he was asking $150 for the 1x2 and $250 for the 2x4. If you check out his website, he appears to have a very wide selection of leather styles and colors available.
Other than the above-mentioned, you can always check out eBay, every now and again you will find someone who doesn't have a clue as to what they have...but usually others have found it too.
Unless you are willing to pony-up the $ for a used Fellini, Gore, Kelli, or Engles case....or a new or used Thomas case, for that matter...your best bet may well be the It's George cases. It may not be exactly what you are looking for, but the general intent of this style of case is all the same.
