Clearly it's a custom, but no idea of the maker. It arrived as a used cue into the pool hall, through different hands, so the history is totally lost.
Likely some random local area maker not known nationally, but maybe someone ran across similar designs. Not the cleanest/sharpest work, but not bad either.
Far as I can tell there is no weight bolt, pressure insert bumper, Radial pin. Interesting wrap design with the linen wrap on the very rear of the cue behind the rings.
