Cue ID help please

A buddy of mine brought this to work and asked me about it. Besides being kind of crudely made, I had nothing for him. It looks 1960 or 70ish. Can someone help him out? I've ruled out Gus for us.

It's in the shape of a cue and uses materials that a cue is usually made out of, but for anyone that shops for pool stuff outside of WalMart and Kmart, that is not a cue.

If you gave that to me for free I'd wonder what I did to make you mad like that. It's a bit like those "free" 13" CRT TVs that people put on craigslist so they don't have to bother trying to throw it out themselves, they are asking for free trash removal and nothing else.
