Can anyone ID this cue, my buddy bought it and wants to know what it is. Thanks in advance.

The first pic shows inlaid dot over the point veneers. Sign of low end import
 
Cannot tell if it's bad lighting or bad workmanship.

Post more pictures of the points and inlays.
 
Looks like the black rings behind the joint are black linen phenolic and the same on the shafts are a non linen black plastic. Looks like the sleeve has non linen as well. Interesting.
 
Check out the joint screw- I believe that Karl Meyer used a 5/16 18 piloted joint screw- at least he did on one that I owned. also, many of his cues were located in the PA. / NJ/ NY areas.
 
I'd put a smooth black leather wrap on this thing, change the tip, and try to play with it.

Man, do I really like this cue.
 
It's a Mayer. The linen looks like a thick (high number) fishing line - Cortland or similar.
