Cue modification question

I was wondering if it's possible to retaper or turn down the butt end section of a cue I really like. It's just alittle large on the butt end. It has a linen wrap so I'm guessing the wrap groove would have to be recut. The butt end measures 1.27 and I'd like it turned to about 1.245-1.240. Would the whole cue need refinishing or just the butt section.
Would this affect the play of the cue.

Who would you suggest to do this modification.

yes and yes

A little expensive but there should be no problem as long as the butt is fairly straight. .035 will make a difference in feel and probably affect the hit a little. Would you need to refinish the entire butt? No, but why don't you want to? It would be very little additional cost to do the forearm also as you already have to pay for the re-wrap, the setting up for the finish, applying the finish, rubbing out the finish and the equipment clean up after applying the finish. What's an extra 1/4 ounce of finish and 10 or at most 20.00 for a complete refinish over a half-ass job.
