What would be the best quality cue for 800.00 to 1000.00 dollars.

That's like asking what's the best tasting steak in the $40-$50 range. At that price, they should all be of high quality. Just find your preferences. Try omencues.com or phone 321 951 8123. You shold beable to get a very nice four point in this range. Great playing cues and you can't beat the quality and workmanship. I highly recommend these cues and Pete is as good to deal with as anybody. Try em you'll be happy you did.
