is there a big difference between the "hit" of cues ?, say a Joss vs a Pechauer vs a Schon vs a Scruggs ?

if the cues has the same weight and balance points, would you be able to tell which is which ?

I don't think any two cues hit the same. Even by the same maker. JMHO.

Very subjective question.

Most manufactures are "known" for a certain type of hit, or balance point, or deflection, etc. The only way you will know is to try it for yourself.

Different joints produce different "hits" as well. Also the shaft quality is ultra important. Especially the ferrule and tip, "Where the rubber meets the road" I always say.

its possible to write a 100 page book on this topic, what ever you like is best, or what is best for you is best.

I have one Gus Szam that to me and Jay dosent hit good but that was our opinion. Szams are widly considered to be one of the best cues ever made, to me they are, Barry or Gus. however another player might like this cue.

there is no formula its a personal choice

IMHO, the tip contributes more to the hit (which is really mostly the SOUND) of the cue. I can't count the times that simply changing a tip changed the hit from something I didn't like at all to something I liked just fine.

I have a friend that has a Lucasi with one of their radial laminated shafts that hits very straight and hard. I have a couple hustlers that I have built that I really like the hit on. Laminated shafts with thin walled ferules and oversize tenons. Not great for breaking because of the ferule style but hit is very nice. I was rather impressed with a Rat cue. Fired the cue ball very accurately. Nice job Ryan! Ryan is a mamber on AZ. I am leaning more towards laminated shafts over straight maple nowadays. I get alot of positive feedback from players on the old Meucci Originals before Bob started raising Apaloosas and quit building quality. The sweetest cue I ever hit was a 20 point Bender. Cue dropped in soooooooooooooo nice.
I also hit a Ivory point Bender and the hit was yuk. Best advise is to go where there are alot of cues for sale and see which one drops in and feels the best for you!
