A friend has a Cuetec with a bad rattle in the butt. When I took off the bumper I could only see a black rubber like substance about 2 inches up inside the cue. There is no screw visible. Is there a way to fix this rattle? Thanks!

If it isn't the weight bolt, you probably have to take the cue apart to find it.

I fixed a local's rattley cue by dabbing some clear nail polish on the edges of the bumper to help it tack on there. This was a Players $60 cue that he didn't want to spend much on.

If none of the parts you have access to are the source of the rattle, it is probably cheaper to buy another Cuetec.

Contact their customer service to see if they offer any trade-in options or support.

The best solution here is to chuck the cue up between centers making sure it's running true, then carefully wrap it in clear shrink wrap for its entire length - keeping the shrink wrap is under sufficient tension - and finally store the cue in a dumpster for the rest for your life.
