Cut-Break ???

Ok I was watching the Billiard Club Network and I noticed alot of players using what the Comminators call a Cut-Break and my question is how do you do it , is there any english on the Cue Ball when you break or could someone explain it to me .

Finally, an area of my expertise!!! You can "cut" a fart or you can simply "break" wind. "Cut-break" falls somewhere in between !!!
