I often hear people mention a cut break in nine ball. If anyone knows what this is, please provide a description of how this is performed. Thanks.

Elephant, you are more than likely referring to what is sometimes called the three-quarter-ball hit break, which has gained considerable popularity when the "break box" is in use. In this break, the one ball is cut slightly to approximate the same hit angle that would be produced if the break were done from the corner, and hopefully, pocketing the one in the side. Leaving the cue in the center of the table off this hit is tricky, but the cue ball will go to a rail, so it will take a little more skill and practice to control the cue ball's final position.

Still, this is not the only cut break there is, and hopefully, some others in this forum will enlighten you even further.
 
As I understand it, the "cut break" or "soft break" is basically what SJM described. You cut the 1 ball into the side pocket opposite the side you are breaking from.

Made popular by the Sardine gizmo and the WPBA on ESPN.

It's not too difficult, watch where the one comes off the side rail and adjust your contact point accordingly. The CB should come off the long rail and back to the center of the table.
