Deal on a Palmer question

Hey everyone this is a subject in which i am not too knowledgeable so i figured i would ask here. I have the opportunity to purchase a palmer cue for six hundred and fifty dollars it has four points and is real real clean. three shafts and the clear window on the butt of the cue. i will try to post pics of the cue asap. As i know these cues are valuable any information or advice would be greatly appreciated.

Basically this is what i am trying to find out.

1. Is the cue worth purchasing

2. What would the resale value be of the cue

3. Should i hold onto it as a collectible.

First, a few more answers.
Do the points have veneers?
What type of wood is used in the points?
What type of wrap is on the cue?
I think pics are in order for an estimation.
 
When i saw the cue it had an older grey linen wrap on it, i believe the points were either cocobalo or ebony, and the cue is maple or a lighter wood color of that nature. I know pics are needed and i apologize for the lack of them i will get them up asap.
