Such a variety of tips out there would like to start doing my own. Any reccomendations on machine for just turning tips down to size with out buying a actual lathe set up?

If you've got that kind of money to spend, I'd be looking at a H/F mini-lathe. Will do tips, ferrules, pins, J/Ps and a whole bunch of other things you haven't even thought of yet. Seriously, every shop should have one.
The tip machine does......well, tips.

Amen KJ. I've been using one of those for years and years. I bought a second one last summer and keep my original one set up with a cut-off blade for making trim rings.

Harbour freight have a special this week and you can get a lathe for under $500 complete. It will not only allow you to do tips but make other usefull things as well.
Just my thoughts. Neil

all run about $60 for shipping give or take and require a stedy rest set up on the back and drive pins & centers

H/F:
7x10 - $449 - http://www.harborfreight.com/cpi/ctaf/displayitem.taf?Itemnumber=93212
7x12 - $499 - http://www.harborfreight.com/cpi/ctaf/displayitem.taf?Itemnumber=93799
8x12 - $549 - http://www.harborfreight.com/cpi/ctaf/displayitem.taf?Itemnumber=44859

microlux
7x14 - $570 - http://www.micromark.com/MICROLUX-7X14-MINI-LATHE,8176.html

cummins
7x12 - $449 - http://www.toolsnow.com/metal-working-tools/mini-lathe/mini-metal-lathe.html

there are some others from grizzly and enco and a few other places that are about the same range.

i'd say the microlux and cummins are a bit better values than the h/f as they include some accessories and a bit better options.

i like the stock cam-locking tailstock and digital spindle speed read out on the microlux or even the cummins is the same price as the smallest h/f and gives an extra 2" on the bed and comes with steadies and a drill chuck...

anyway, they are all made in the same chinese factory...

a good recource for these lathes:
