The above is a direct quote from a local city ordinance regarding places that serve alcohol.

I have several additional questions about this but lets start with my #1 question.
Is playing pool for money or in pool tournaments for money a considered a "Game of Chance" ?

Are there any ruling on this from the courts?

In Colorado pool is considered a game of skill. If it's not a game of chance, it's legal. Same as playing hoops for a few bucks or any other sporting endeavor you engage in.
