Making the 9 on the break...with properly racked balls is about 35-1 in pro pool. If it happens more often than that in amateur play, it would only because of racking errors...rigging.
I AGREE that the 9 should be spotted but it wouldn't significantly reduce the luck factor...but it should be done anyway.
Calling shots would have a far more significant impact on luck.
But the most significant flaw in today's 9 Ball rules is the high percentage of wing balls that go when we play with tight/tapped racks.
That flaw would be EASILY remedied.
