Does anyone know if this is the same abs that prather and atlas carry i need some black but neither have it when i need it?

I'm not sure what exactly you're asking, but if you need black ABS rod, then you've linked to a supplier of black ABS rod.
ABS is a very common engineering thermoplastic.

The differences are going to be in the additives for special properties. Since black is a natural UV inhibitor and you hopefully will be putting some kind of finish on you will be fine. I will recommend using the same piece for everything in that cue as the colors might not match depending on the amount of carbon black used to make it. Just stay away from anything that says "low friction" or "slip agent" as these will probably have a small amount of silicone and cause you all kinds of problems with finish and adhesive.
