Three balls.

Can always pick any ball to be the cue ball.

SCORE 1 point if you:
pocket the second ball with the cue ball
AND
cue ball collides with the third ball.

May be required to hit at-least one rail.

Balls are spotted on head and foot spots.

Something like "Pocket Carom" or similar?

Not traditional Cowboy.

Traditional Cowboy has 3 balls plus 1 permanent cue ball, so 4 balls on the table. Plus different points for caroms, pockets, billiards.
