It doesn't sound like your friend is explaining it properly. He may not be sure exactly what he is doing.
I would like to see a good follow stroke while hitting down on the cue ball.
I will take a guess that if you both analyze a fair number of shots and cue ball movement you may find he might be aiming down, but leveling out on his delivery stroke. If he is an A player he should have decent cue ball control and easy to figure out.
Forcing muscles is probably the worst thing you can do in any eye hand coordination sport.
