I was digging around with the search tool and found this. The Drawshot App for IOS devices. I just tried it out and it's pretty neat! Free too!
Tap one finger to place the balls and move them, tap two fingers to draw ghost balls and path. The only disadvantage is that it doesn't show English applied. I hit the particular shot below with 1 tip of inside english, but I cannot diagram it. However, there is a pro version ($$$) that I may check out. I'm not sure on price though.
