equip vs. table question

Ok, this should be a doosey.

I play 9-ball on a 9 footer but it has some of the slowest flet in the world (it is like playing on a wool sweater). This pool hall has the only 9 footers in the area. Ok, so it is a real slow table. There for when i apply english and forced follow with spin the ball dies. I don't get much spin after the cue ball hits the rail. Draw seems to be fine. I switched to a softer tip and that helped a bit but not much. I like a solid hitting cue and am afraid to go much softer. I even had to adjust my stroke to compensate. So here is what i was thinking.
To make the shaft even harder I could go to an ivory ferrule and maybe a purple heart shaft and go to even a softer tip. with the harder shaft and ferrule maybe the softer tip wouldn't seem so bad?
I have tried everthing, keeping the tip on the cueball as long as I can and everything, it is just so slow, when I played on regular cloth i was missing shape by like two feet. It is that slow.
what are you comments and suggestions.

cloth speed is directly related to stroke speed. let me explain. very fast brand new simonis 860 cloth newly installed and stretched to the limit, will make the player play very soft. on the other hand, cloth that's very thick, a little damp, and very slow, you'll want to play hard. in my opinion very fast, and very slow is unatural. here's what i suggest, as far as your situation is concerned. don't change your equipment at all. change your stroke, and cueing on the cue ball. play most shots with a smooth slam stroke (hard) and play 90% of your shots slightly above center. you'll move the cue ball around a lot like that.

thanks though. But as I mentioned in the post, I have changed my stroke to best fit the cloth. Distance is fine (for the most part). If I need to draw the entire table, fine. If I need to go four rails with a cut shot fine, but when it comes to inducing distance from spin (I.E. have the ball take off from the rail from spin-you know that boost and even then some from the second rail). No matter how far left or right of center, below or above center, it just doesnt spin as much.
A softer tip would help this, no?
a harder ferulle would harden the hit to combat the soft tip, no?

Tell the owner you'll go 1/2 on some damn simonis next time the tables are covered. $69 a yard, he might be able to get it cheaper.

Oh, and tell him you want a "reserved" sign so nobody else can use it. Maybe scratch that last part...
