Palmer billiards was never located there. It was right next door, closer to Morris Ave. Later, when Palmer closed the shop, it became some video store, like Blockbuster or something like that. it was back in 1991-1992.
And yes, Frank used to have his shop right around the corner.
As for West end. I am pretty sure it closed around 2003-2005.

I think it was Palmer Video....
WestEnd had the best Wednesday night tournaments. Everyone who was anyone in pool played there, for a good stretch, in the 90's.

Before Palmer video it was Palmer billiards.
And it was Tue night tourney, not Wed. Sorry.
 
Could of been Tuesdays.....been a long long time. More Late 80's than 90's when I was going there. Like the who's who in the world of pool played there in those days. Lots of action but all hard.
